pointyhat and tinderbox difference (EXTRACT_DEPENDS and BUILD_DEPENDS)

This is most likely a problem in the way that makemake builds the
dependencies.  BUILD_DEPENDS inherits EXTRACT_DEPENDS.  This should be
an easy fix, but I won't have time to look at this until the first
weekend in July.
