3.1/3.2 schema update

It looks like you may have already applied a patch to Tinderbox to add a
TINDERD_LOG config directive.  Edit the
mig_mysql_tinderbox-3.0_to_3.1.sql file, and remove the INSERT for
TINDERD_LOG, and migration should work.
