Tinderbox wants to fetch distfiles before checking cache

Hello.

Could someone please verify for me that tinderbox wants to be the one
fetching a distfile *before* it will admit the existence of it in the
distfile cache?

I've repeatedly had problems with this. In effect, it seems impossible
to build the JDK* ports with tinderbox as it's not possible to get
tinderbox to accept the manually downloaded distfiles in the cache.
